Job Description
We are accepting applications for a water rights specialist to work under the direction of the Water Rights Department Manager in our Reno, Nevada office. Qualified candidates will perform various water right related tasks, including water rights research and maintenance, administrative form preparation, site inspection and data gathering, consultation with water right owners, and project management. Water rights specialists pursuing a Water Rights Surveyor license will eventually help prepare and sign water rights maps. Specialists maintain regular communication with clients to understand and document project information, which is relayed in various forms required by the Nevada Division of Water Resources. Specialists will research records at the Nevada Division of Water Resources and provide findings to team members, which are typically expressed in summary memos and excel spreadsheets.
Examples of Duties
· Research legal chains of title and ownership status of water rights using County Assessor, County Recorder, State Engineer, and Federal Water Master records.
· Prepare and submit to the Nevada State Engineer’s office various state water rights administrative forms and applications. (Example: Proof of Completion and Beneficial Use, Extensions of Time, Reports of Conveyance).
· Research State Engineer’s water rights file to determine the status and standing of water rights permits.
· Assure an accurate computerized water rights inventory necessary for the management of water rights.
· Analyze subdivision maps, tract maps, and parcel maps to convert surveyors written land descriptions into specific geographical location.
· Communicate with clients regarding ordinances and State laws pertaining to water rights, dedication procedures, policies, and requirements.
· Draft original correspondence regarding water rights related issues.
· Utilize subdivision and/or commercial water consumption analyses in order to prove beneficial use of water.
· Provide necessary legal and technical descriptive information required by the State Engineer’s Office for the preparation of water rights maps.
· Calculate Water Rights demands for subdivision map submissions.
· Provide research, data collection, and other water rights support activities requested by the Department of Water Resources staff.
Qualifications
· Bachelor's degree from an accredited college or university is preferred.
· Experience with water rights is also preferred, but not required.
· Professional experience in title research, legal research, engineering, surveying, or environmental science would provide relevant experience for this position.
· Certification as a Professional Engineer or Professional Land Surveyor is desired.
· A valid driver’s license is required for travel to off-site work.
· One (1) year of full-time experience administering water rights, including acquisition, dedication, maintenance, research, and transfer of water rights; OR an equivalent combination of training and experience.
