Farr West and Sierra Controls Business Development Manager

We are in search of a full-time Business Development Manager to join our team in Reno, Nevada. This position will be a mix of business development and marketing, overseeing a marketing coordinator and assisting with outreach for both Farr West Engineering and Sierra Controls, LLC. Farr West is a growing company that specializes in utility engineering and water resources. We are looking for someone to assist the company with strategic planning, growth, outreach, marketing, proposal management, and leadership. Primary Responsibilities

Working in a cross-functional, team environment, the Business Development Manager will support growth initiatives and marketing activities in a growing market, including proposal and statement of qualifications development/management, Requests for Proposals (RFP) / Requests for Qualifications (RFQs) compliance reviews, coordination of the proposal development process, working with company leadership, technical writing/editing, and a range of other internal and external tasks.

Civil Engineer (P.E.) - Water Resources Project Manager

Farr West Engineering has an exciting opportunity to join its team in Reno, Nevada. For over 15 years, Farr West Engineering (Farr West) has been building a reputation as a leader in municipal engineering and utility planning for local governments throughout Nevada and California.

Applicants should have approximately 3-7 years of experience, a bachelor’s degree in civil engineering or environmental engineering and be a licensed civil engineer or certified engineer-in-training (EIT). Marketing Coordinator

We are in search of a full-time Marketing Coordinator to join our team in Reno, Nevada. This position will be a mix of “traditional media” marketing, and some social media outreach. Farr West is a growing company that specializes in utility engineering and water resources. Plans Examiner / Building Inspector

Location: Dayton, Lyon County

Responsibilities/Duties:

·        Reviews residential and commercial building permit applications for completeness and compliance with current federal, state, and local codes, ordinances, and regulations relating to but not limited to plumbing, electrical, HVAC, framing, etc.; reviews specifications and building plans; consults with originator to clarify or make corrections as needed.

·        Coordinates plan review process with staff from other units, divisions, or departments; monitors assembly of items required to fulfill conditions of approval placed on projects by the Planning Commission; ensures all required documents are collected and reviewed and approved by the required divisions or departments.

·        Assists the public at the front counter, by telephone, by email, or video conference, answering questions and providing information regarding building permit applications.

·        Performs periodic routine site inspections of construction projects and private sewer lateral installations as assigned; enforces codes by issuing instructions, recommendations, citations, and stop work orders; enters field inspection reports into an automated record system.

·        Prepares and maintains various forms, reports, records, and public information handouts. Coordinates the dissemination of information via the County’s website, social media platforms and building department counter with other members of the department and city staff. • Assists in the review of procedures, processes and software used for the receipt and review of plans and application materials for the purpose of improvement.

·        Attends and participates in professional group meetings to stay abreast of new trends, innovations, and procedures in plan checking and plan review; research emerging products and enhancements and their applicability to meet City needs. • Monitors changes in regulations and technology that may affect City operations; implements policy and procedural changes after approval. • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. •Performs other duties as assigned

Minimum Qualifications and Experience:

·        Two (2) years of building plan review experience consistent with the requirements of this job description with another jurisdiction or consulting firm/agency, one (1) year of which was as a certified Plans Examiner are required; or,

·        Two years (2) years of experience performing plan review duties.

Education:

Education equivalent to completion of the twelfth grade is required. Related college coursework is highly desirable.

LICENSEAND/OR CERTIFICATE:

·        Possession of a valid Class C Nevada Driver's License is required.

Construction Inspector

Job Summary: Construction Inspector is responsible for overseeing the construction process for underground utilities, roadways, and facilities of Farr West designed projects.  Their duties include upholding the use of quality materials and procedures, construction compliance with design plans, and clear documentation of activities to ensure the construction adheres to the client’s expectations.

 

Responsibilities/Duties:

·        Communicate with engineer, client, contractor, and public in professional manner.

·        Review and interpret engineering/architectural plans and specifications.

·        Observe the daily progress, workmanship, material testing, and sampling procedures of construction projects as required by the contract.

·        Provide daily field reports and surveillance of construction work.

·        Observe and ensure compliance with construction materials, including workmanship, construction, and installation of various systems in accordance with design plans and contract documents.

·        Coordinate schedule for independent testing firms (3rd party testing), if required.

·        Identify and communicate with engineer to resolve issues on the project and implement solutions.

·        Verify contractor’s maintenance of accurate as-built drawings on a weekly basis and provide comments on completed as-built drawings.

·        Inform contractor and construction representatives of safety violations, subject to the limitations.

 

Qualifications/Skills:

·        Minimum of 5-years of experience in construction of municipal utilities, preferably water and wastewater utilities, treatment plants, roadways, and facilities.

·        Degree/certification in construction management/engineering is preferred.

·        Hold current OSHA 30‐hour certificate or similar safety training courses in excavations/trenching, scaffolding and fall protection, confined spaces, lifting/loading.

·        Thorough knowledge of all aspects of construction (technology, equipment, processes, and methods) mechanical, electrical, and/or plumbing engineering customs and practices in expressing ideas, designs, and data in drawings.

·        Understanding of design principles, mathematics, and construction industry practice for the solution of civil, mechanical,electrical, and/or plumbing engineering problems.

·        Ability to effectively communicate both verbally and in writing with client and contractor in performance of duties.

·        Ability to plan, organize, review, and evaluate the work of engineers, contractors, and others.

·        Ability to manage numerous concurrently phased construction activities.

·        Ability to lift 20 pounds, work long days in the field, drive to various jobsites, and travel to remote areas and stay overnight.

Electrical Engineer

We are looking for a licensed Electrical Engineer with 7 years of experience in professional design of Electrical Systems for water, wastewater, and irrigation controls systems. Experience in several PCIS and SCADA technologies is a plus. Must have an Electrical Professional Engineer (P.E.) License in Nevada and California.

Key Responsibilities:

·        Manage multiple concurrent Electrical Design projects.

·        Provide technical guidance on assigned projects for the project team.

·        Coordinate electrical plans for PCIS and SCADA related projects with Controls Engineers.

Key Responsibilities:

Duties will include team leadership on multiple projects, design, bidding, and construction management of public works projects involving water and wastewater facilities.  Duties may also include supervision and mentoring of other engineers.  Excellent written and verbal communication skills are essential.

Qualifications:

  • Bachelor’s degree in civil engineering or environmental engineering
  • Licensed Professional Engineer (PE)
  • 10+ years of relevant experience in utility engineering, water, sewer and wastewater projects preferred.
  • Applicants should have previous experience with designing community water and sewer systems, pump stations, and water and wastewater treatment facilities.
  • Experience with utility master planning and utility hydraulic modeling is also preferred.

Utility Rate Analyst

The open position is for a professional with governmental accounting and budgeting, cost accounting and/or auditing experience. This person will participate in our growing utility planning department focused on performing public sector policy and analysis related to cost allocation; user fees; program effectiveness; efficiency reviews; benchmarking studies; strategic analysis and organizational reviews.

Farr West is looking for candidates with strong analytical skills, the ability to work independently, an aptitude for evaluating analytical findings and related policy issues, and a commitment to quality work and client service. The successful candidate will execute projects of all sizes and juggle multiple projects and project schedules simultaneously.

Typically, the work is completed for public utilities owned and operated by counties, cities, general improvement districts, community services districts, and utility districts.

KEY RESPONSIBILITIES INCLUDE:

  • Collecting and validating data, performing research, and documenting analytical and policy issues.
  • Gathers and organizes data, including interviewing/calling/meeting with clients.
  • Prepares written documents and reports.
  • Helps create materials for presentations to staff, public officials, and public advisory groups, and participate in presentations.

 

QUALIFIED CANDIDATES WILL HAVE:

  • Superior verbal and written communications skills. (presenting to the public will be a large part of this position)
  • 4-year degree preferably in Economics, Business, Finance, or related B.S. (Public or Government Accounting is a plus).
  • Professional experience including accounting and reporting, cost accounting, government accounting, budgeting and auditing for a public agency or consulting firm.
  • Specific industry knowledge not required, however, a commitment to learning about the civil engineering and utility management is required.
  • Comprehensive knowledge of Microsoft Excel, PowerPoint and Word at a minimum. Database management is a plus.
  • Ability to perform research and analyze data.
  • Attention to detail is a critical qualification.
  • Experience with presenting detailed material to large audiences is preferred.

Applicants should have at least 7 years of experience, a bachelor’s degree in civil engineering, environmental engineering, hydrogeology or field related to water resources. Prior employment with a hydrogeologic or civil engineering firm that specializes in utility engineering, water, sewer, and water resource planning projects is preferred. The ideal candidate will have substantial technical experience in a field related to water resources and will have significant experience with the internal management of a department or division for an engineering firm. Excellent written and verbal communication skills are essential. Applicants will be expected to supervise multiple employees, track and report on department performance, monitor current and future workload, manage and maintain client relationships, participate in business development tasks, and partner with company leadership on organizational growth. Candidates should maintain a passion for leadership, problem solving, and water resource management issues common to the arid West. Direct experience with Nevada or California water resource legislation, regulatory law(s), water rights and utility management is preferred, but not necessary.
