Farr West and Sierra Controls Business Development Manager

We are in search of a full-time Business Development Manager to join our team in Reno, Nevada. This position will be a mix of business development and marketing, overseeing a marketing coordinator and assisting with outreach for both Farr West Engineering and Sierra Controls, LLC. Farr West is a growing company that specializes in utility engineering and water resources. We are looking for someone to assist the company with strategic planning, growth, outreach, marketing, proposal management, and leadership. This is an exciting and challenging position ideally suited for a creative, self-motivated individual.

Primary Responsibilities

Working in a cross-functional, team environment, the Business Development Manager will support growth initiatives and marketing activities in a growing market, including proposal and statement of qualifications development/management, Requests for Proposals (RFP) / Requests for Qualifications (RFQs) compliance reviews, coordination of the proposal development process, working with company leadership, technical writing/editing, and a range of other internal and external tasks.

The Business Development Manager position requires a significant amount of work in research, collaboration, technical writing, and creative thinking.   • Contribute to the strategic development of a sector or a client segment.

  • Prepare competitive proposals, responding to the requirements of an RFP/RFQ.

Civil Engineer (P.E.) - Water Resources Project Manager

Marketing Coordinator

We are in search of a full-time Marketing Coordinator to join our team in Reno, Nevada. This position will be a mix of “traditional media” marketing, and some social media outreach. Farr West is a growing company that specializes in utility engineering and water resources. Candidates for the senior-level hydrogeologist with a desire to continue their career in water resources and groundwater investigations and development, including well design and rehabilitation, are encouraged to apply. The ability to travel to diverse project sites, including rural locations in northern Nevada, is required. Responsibilities will include project planning and budgeting, fieldwork and data collection and analysis, data management, subcontractor oversight, data, reporting, QA/QC, and technical project management. Much of the work will emphasize groundwater supply investigations, groundwater control assessments, well construction and development oversight, aquifer testing and analysis, and hydrogeologic/hydrologic analysis.  Job Description

We are accepting applications for a water rights specialist to work under the direction of the Water Rights Department Manager in our Reno, Nevada office. Qualified candidates will perform various water right related tasks, including water rights research and maintenance, administrative form preparation, site inspection and data gathering, consultation with water right owners, and project management. Water rights specialists pursuing a Water Rights Surveyor license will eventually help prepare and sign water rights maps. Specialists maintain regular communication with clients to understand and document project information, which is relayed in various forms required by the Nevada Division of Water Resources. Specialists will research records at the Nevada Division of Water Resources and provide findings to team members, which are typically expressed in summary memos and excel spreadsheets.  

 Examples of Duties

·      Research legal chains of title and ownership status of water rights using County Assessor, County Recorder, State Engineer, and Federal Water Master records.

·      Prepare and submit to the Nevada State Engineer’s office various state water rights administrative forms and applications. (Example: Proof of Completion and Beneficial Use, Extensions of Time, Reports of Conveyance).

·      Research State Engineer’s water rights file to determine the status and standing of water rights permits.

·      Assure an accurate computerized water rights inventory necessary for the management of water rights.

·      Analyze subdivision maps, tract maps, and parcel maps to convert surveyors written land descriptions into specific geographical location.

·      Communicate with clients regarding ordinances and State laws pertaining to water rights, dedication procedures, policies, and requirements.

·      Draft original correspondence regarding water rights related issues.

·      Utilize subdivision and/or commercial water consumption analyses in order to prove beneficial use of water.

·      Provide necessary legal and technical descriptive information required by the State Engineer’s Office for the preparation of water rights maps.

·      Calculate Water Rights demands for subdivision map submissions.

·      Provide research, data collection, and other water rights support activities requested by the Department of Water Resources staff.

 

Qualifications

·        Bachelor's degree from an accredited college or university is preferred.  

·        Experience with water rights is also preferred, but not required.  

·        Professional experience in title research, legal research, engineering, surveying, or environmental science would provide relevant experience for this position.  

·        Certification as a Professional Engineer or Professional Land Surveyor is desired.

·        A valid driver’s license is required for travel to off-site work.  

·        One (1) year of full-time experience administering water rights, including acquisition, dedication, maintenance, research, and transfer of water rights; OR an equivalent combination of training and experience.

·      Excellent communication skills: develop and maintain effective working relationships and converse with a wide variety of people, including clients, co-workers, committee members, and staff from public agencies.

·      Strong technical writing skills: provide concise descriptions of water rights history and associated projects for submission to the State of Nevada.

Have an eye for details and make conscious effort to develop an understanding of problems; maintain the patience to pursue the problem until a solution is found.

·      Organized: manage multiple tasks and objectives in an organized fashion. Receptive to evolving technical, administrative, and legal environment.  

·      Responsible: demonstrate stewardship through maintaining clientele water rights.

·      Computer Literacy: ability to operate computers (regular, laptop, etc.) with a working understanding and use of Microsoft Office Suite, including Word, Excel, PowerPoint and Outlook. Experience with ArcGIS and CAD software is desired.

Key Responsibilities:

Duties will include team leadership on multiple projects, design, bidding, and construction management of public works projects involving water and wastewater facilities.  Duties may also include supervision and mentoring of other engineers.  Excellent written and verbal communication skills are essential.

Qualifications:

  • Bachelor’s degree in civil engineering or environmental engineering
  • Licensed Professional Engineer (PE)
  • 10+ years of relevant experience in utility engineering, water, sewer and wastewater projects preferred.
  • Applicants should have previous experience with designing community water and sewer systems, pump stations, and water and wastewater treatment facilities.
  • Experience with utility master planning and utility hydraulic modeling is also preferred.
